The role that patents play in stimulating the innovation process is widely accepted and rarely challenged. Without solid evidence to support assumptions, how do patent offices know that they are helping rather than hindering the innovation process? In this talk I will outline work that is currently underway to investigate which patent related statistics we should measure to assess whether government policies and patent office activities are effective in stimulating innovation and the factors that drive innovation within companies.
